Distance Learning in SPCLC
According to the National Reporting System Implementation Guidelines, July 2007:

“Distance education is a formal learning activity where students and instructors are separated by geography, time or both for the majority of the instructional period. Distance learning materials are delivered through a variety of media including, but not limited to, print, audio recording, videotape, broadcasts, computer software, web-based programs and other online technology. Teachers support distance learners through communication via mail, telephone, e-mail or online technologies and software.”

Why Distance Learning in SPCLC?

The St. Paul Community Literacy Consortium is committed to helping adults by empowering the community and by building literacy in a collaborative, inclusive, and comprehensive manner. One of SPCLC’s goals is to enhance and expand distance learning. As technology becomes more prevalent in the workplace and at post-secondary institutions, it is critical that SPCLC prepare adults and give them the skills necessary to be successful in the ever changing and fast paced world.

How can DL be expanded?

There are many low-skilled adults who have never been in an adult education program. There are also adults who have been in an ABE program but had to leave because of personal circumstances (i.e. had a baby, gained employment, etc.).  Distance learning opportunities will help learners who have not yet had opportunities to utilize ABE services, and it can help learners who can no longer attend an ABE program stay connected. Distance learning programs can increase outreach and also facilitates student choice. By allowing students to make their own choices about their learning, Distance Learning can empower learners to take charge of their education.

Minnesota ABE views distance education as an opportunity to increase access to and participation in ABE programming throughout the state. We anticipate that offering more distance learning opportunities will result in expansion of programming and the recruitment of the currently unengaged ABE-eligible population, as well as provide additional options for current.  Distance learning programs have the potential to raise state enrollment rates and improve access to education and training, which will in turn increase participant earnings and employment rates.
