| According to the (As cited on the MNABE.theMLC.org website) National Reporting System Implementation Guidelines, July 2007:
“Distance education is a formal learning activity where students and instructors are separated by geography, time or both for the majority of the instructional period. Distance learning materials are delivered through a variety of media including, but not limited to, print, audio recording, videotape, broadcasts, computer software, web-based programs and other online technology. Teachers support distance learners through communication via mail, telephone, e-mail or online technologies and software.”
Why Distance Learning in SPCLC?
The St. Paul Community Literacy Consortium has been committed to helping adults by empowering the community and by building literacy in a collaborative, inclusive, and comprehensive manner. One of SPCLC’s goals is to enhance and expand distance learning. As technology becomes more prevalent in the workplace and at post-secondary institutions, it is critical that SPCLC prepare adults and give them the skills necessary to be successful in this ever changing and fast paced world.
How can DL be expanded?
There are many low-skilled adults who have never been in an adult education program. There are also adults who have been in an ABE program but had to leave because of personal circumstances (i.e. had a baby, gained employment, etc.) Having distance learning opportunities will help a learner who has not yet had an opportunity to utilize ABE services and it can help a learner who can no longer attend and ABE program stay connected. Distance learning programs can increase outreach and also allow for student choice. By allowing the student to make his or her own choices about their learning, this can empower the learner to take charge of their education.
Minnesota ABE views distance education as an opportunity to increase access to and participation in ABE programming throughout the state. We anticipate that offering more distance learning opportunities in ABE will result in an expansion of programming and the recruitment of the currently unengaged eligible ABE population, as well as provide an additional option for students we are already serving. Distance learning programs have the potential to raise state enrollment rates and improve access to education and training, which will in turn increase participants’ earnings and employment rates. Building the capacity to offer more distance education opportunities across Minnesota ABE programs in an equitable fashion is one of primary goals identified by the Minnesota Department of Education (MDE) – ABE Office.
