The Saint Paul Community Literacy Consortium
empowers the community by building literacy in a collaborative, inclusive, and comprehensive manner. Enhanced literacy and improved basic skills support a high quality of life by fostering better K12 outcomes, stronger families, preparation for meaningful employment, and enhanced economic development. SPCLC contributes significantly to workforce development by preparing adult learners for higher education.

SPCLC serves as a statewide resource for effective Adult Basic Education (ABE)  programming, as a public policy resource at all levels, and as a national model for effective public/private collaboration to meet literacy needs. SPCLC was categorized as among the top two percent of adult literacy programs nation-wide during a recent federal site visit.

During program year 2009, SPCLC members served 12,141 students, delivering 1,110,960 service hours - an 8% increase over the previous year. Current focuses include enhancing and expanding distance learning; developing transition mechanisms into employment and post-secondary training for adult learners; assisting in the resettlement and adjustment of recent Karen and other refugees; providing targeted education for public assistance recipients needing to improve basic skills related to employment; and continued emphasis on accountability, quality assurance, and measurable outcomes (return on investment).

St. Paul Public Schools, on behalf of SPCLC, was awarded a 2010 Supplemental Services grant to improve the quality of Adult Basic Education Distance Learning throughout Minnesota. Core work for 2009-2010 focuses on convening a network of ABE Distance Learning providers and an advisory team to further develop Distance Learning in ABE; building the infrastructure for instructional Distance Learning delivery; and creating career pathway and credentialing content.

SPCLC was selected in 2008 as one of seven national pilot sites for Learner Web, a dynamic web-based learner support system that helps adult learners master basic educational and occupational skills through individualized Learner Plans. This research-based instructional delivery system has great potential to assist many adult learners who do not benefit from more traditional ABE programming. More information is available here.

SPCLC, through St. Paul Public Schools Adult Learning, was chosen through a competitive process to roll out the National Work Readiness Credential in Minnesota. The Credential is a carefully developed assessment tool that defines, measures, and certifies that entry-level workers have the knowledge, skills and abilities needed to succeed in entry-level work in the 21st Century.
